I'm afraid to ask . . . how did he open the meeting? Did he start right out by saying he wasn't cutting the budget? |

Carlo let the mayor have the floor. He immediately went off on a tirade, accusing people of spreading lies, rumours, etc. He submitted the budget on time. No Prop 2 1/2 needed. The BOA & CC didn't do their job on Saturday. Was warned by Carlo to keep to the budget. Kept going off. Budget will not be cut; no one will be laid off, blah, blah, blah. Was finally asked by Carlo to sit down so that they could actuallly discuss the budget. O.K., probably not an 100% exact description of what went on but I did my best. It was just surreal! |

I thought I may have stepped over the line a little more than I usually like to in this forum but it was too good of a line to just waste on myself. We could all use a laugh tonight. |

I only watched till about 8:00pm then shut it off. I just remember all the grandstanding from last year on the budget and then having them cut only $5,000 out of the whole ball of wax. I know it's a different year and the mayor is out of good will. Maybe more cuts will be made this time. I just get disgusted watching this stuff so quickly. From what you all describe maybe it's worth watching from where I left off. |

You actually saw most of it. The meeting ended somewhere around 8:00 P.M. If you missed what we've been talking about tonight, it's probably because this stuff is hard to watch even if you are in to it. I just happen to be and, even so, the top of my head was ready to come off too (and nobody needs to see that either) when it was done. |

I'm a glutton for punishment, I am going to re-watch it. After the shock wears off, you can absorb more of what is actually happening. Does anyone know if they will be running it at 11 tonight, like they do the city government meetings? |

How hard would it have been for the administration to fill out the appropriate portions of these forms for FY 2008 with their best estimates and submit them to the BOA and the CC along with the budget. The final piece that mayor should have submitted to them in writing would be how he was going to make up the shortfall between revenues and expenses. Maybe it has never been done this way in the past, but we are living in different times.
On a side note, part of second form lists all of the free cash transfers made and money borrowed made during a fiscal year. It's only the amounts but the numbers geek in me finds the information interesting. |

tetris, my friend . . . I saw only the last 20 minutes of the replay . . . and I have to say . . . my head was at much at risk of exploding as yours was earlier . . . did I actually see the Mayor trying to put his own interpretation on the municipal finance law cited by members of the city council? As Chuck DiPerri said . . . it's illegal for the city council to pass it, but not for the mayor?
Does he really think we're THAT stupid????? |

I actually think that this might have been one of the only things that the mayor was right about (in a way) tonight. I know, but please hear me out.
My interpretation was that the council clerk pulled a piece of the municipal finance law that pertained to the restriction on the budget authorizing body (in this case, the BOA & CC) from making any increases to the budget. This restriction does have some exceptions but none of the exceptions allow the authorizing body to exceed the Prop 2 1/2 limit. I think that the mayor was right in that what had just been read did not apply to this exact situation.
However, I also feel that DiPerri's comeback was dead on because, without having a plan in place that has been shared fully in writing with the BOA & CC, how is the bottom line any different? He tried to play the role of a lawyer but he ain't no Perry Mason. |

I like Joe's idea of a 3% cut across the board. Then let the mayor and department heads work out where they can save.
It seems to me that even some of the "fixed" costs can be controlled if people pay attention. We have no control over utility costs, but how we use those utilities will always be reflected in the bottom line. Things like phones, gas, and electricity can all be used with care and ultimately cost us less. |

this city is sick and I will start with the Mayor first. How dare the independent say that Larry Decoste should be fire he is the only person who knows what the hell is going on in this city. Rosa that was a great question of how long he work and she work my understanding is that Vetrano couldn't balance anything when she work for Sen Doris it was always someone else doing her work for her. But I am sure Stat will get the info on this too. |
