PAPERS FROM THE BOARD OF ALDERMEN 1. A0079-08 Order/s/Alderman Robert J. Van Campen, as President To transfer $10,000.00 from Fire Dept Personal Services Account to Fire Dept Station Expenses Account to replace furniture that is old and in poor condition at the Hancock Street Station. (Passed sent down for concurrence)
2. A0047-08 Ordinance/s/Alderman Michael K. Marchese That Chapter 18, Section 18-133 of the Revised Ordinances of the City of Everett, "Prohibited on Certain Streets" is hereby amended by adding "Freeman Ave, north/odd side". The purpose of the amendment is to make one-sided parking on north/odd side of Freeman Ave, which was approved by the Traffic Commission. (Ordained sent down for ordainment)
COMMITTEE REPORTS 3. C0024-08 Committee Report Rules and Ordinances Committee Report on Ordinance offered by Councilor Joseph Hickey-To amend Chapter 17 of the Revised Ordinances of the City of Everett by adding new “Section 17-6.5 Obstruction of sidewalks. Shoveling snow in and around one’s property line is mandatory. A twenty-four hour lag time will be allowed."; with a recommendation to request further time.
UNFINISHED BUSINESS 4. C0021-08 Resolution/s/Councilor Stephen Simonelli To have City Services Director, Brian Zaniboni, and his Staff meet with Mayor DeMaria concerning the recent evaluation of all city services vehicles and equipment and report back to Common Council at our last meeting in February with recommendations on upgrading all vehicles which is badly needed to run the City in an effective and professional manner. (Referred to Director Zaniboni and Mayor DeMaria 1/22 for response this meeting)
5. C0036-08 Resolution/s/Councilor John Leo McKinnon That the Auxiliary Police Department appear this meeting to discuss concerns that their budget funding is insufficient.
6. C0038-08 Resolution/s/Councilor Anthony F. Ranieri That Mayor DeMaria, Senator Anthony Galluccio and Representative Stephen Smith be invited to this meeting, Tuesday, February 19th, relative to giving an up date on how the 27 Million Dollars that was earmarked for Massachusetts Emergency Heating for the needy and elderly, is being disbursed, as well as, where and how they can get help.
7. C0039-08 Resolution/s/Councilor Anthony F. Ranieri That Scott Counsell, ECTV Director, appear February 19th, relative to explaining to the community about analog and high definition television that is due to change in February of 2009.
8. C0040-08 Resolution/s/Councilor Anthony F. Ranieri That a Representative from Comcast appear at next meeting, February 19th, to see if any type of discount program will be made available to the most needy of our community when analog connects to high definition in February of 2009.
9. C0043-08 Resolution/s/Councilor Stephen Simonelli That the Everett Police Traffic Division enforce the towing ordinance in the City of Everett, and to invite Sgt. Bova to discuss the matter.
10. C0046-08 Resolution/s/Councilor Cynthia Sarnie That the Police look into the illegal dumping at the sight at the bottom of the Waters Ave Project. Also, there are cameras at the 7 Acres Park, investigate and see if the cameras are working, as well as, patrol the area due to illegal dumping and graffiti. Response received from Police Chief Mazzie.
NEW BUSINESS 11. C0057-08 Resolution/s/Councilor Stacy Caralis That the Mayor's Office and the City Engineer consider the repair of the following streets and sidewalks: Aston Street, Bradford Street, Estes Cout, Bradford Terrace, Yarmouth Street and Cumberland Street.
12. C0058-08 Ordinance/s/Councilors Stacy Caralis, Lorrie Bruno and William L. Cardello To place a service zone at 570 Broadway, Monday through Friday, 8:00 a.m. to 6:00 p.m.
13. C0059-08 Resolution/s/Councilor John Leo McKinnon That the Parking Clerk and Police Union Representative attend next meeting of the Public Safety Committee to discuss overnight parking, how much the ticketing is generating financially, and if there is additional parking infractions that they should be ticketing for, such as, no parking twenty feet from the corner or driveway infractions, and why they are not citing violators.
14. C0060-08 Resolution/s/Councilor John Leo McKinnon That the Chief of Police, Sgt. O'Mally from the Gang Unit, Mr. Frank Chiampi from CETF, Mr. Bob Collasantie from CETF and Mr. Peter Pietrantonio from Parks Department meet to discuss the growing graffiti problem that is destroying our City's appearance in hopes of starting an anti-graffiti proposal or strengthening ordinances that have already been established and report back their findings next meeting March 3rd to let us know what is needed to curtail the influx of graffiti, as well as, what the process is for on removal of graffiti from fences, houses and buildings.
15. C0061-08 Order/s/Councilor Rosa DiFlorio That all City Council Committee meetings be televised live on ECTV Chanel 16, except for Bills and Accounts Committee, and repeat the broadcasting the day after the meeting, same as we do for Budget Committee meetings.
16. C0062-08 Resolution/s/Councilor John Leo McKinnon That the Everett Police Traffic Division set up a speed trap at the intersection of Shute Street and Edith Street at the request of the Crossing Guard and Residents in that area.
17. C0063-08 Resolution/s/Councilor Sergio Cornelio That the City Engineer submit an inspection/evaluation report on the needed repair or replacement to the front stairwell of the Parlin Memorial Library and report next meeting with findings.
18. C0064-08 Resolution/s/Councilor Stephen Simonelli Mayor's Office of Community Development and the Engineering Division of City Services consider compiling an overall city wide street ranking summary, and report same to the Common Council before any proposed street rehabilitation and/or reconstruction.
19. C0065-08 Resolution/s/Councilor Anthony F. Ranieri That the City Services Sign Division change the sign on Baldwin Ave, across from Baldwin Terrace, from "No parking Mondays from 8 a.m. to 12 Noon" to "NO PARKING ON RUBBISH DAYS", due to the difficulty the rubbish trucks are having on collection days.
20. C0066-08 Resolution/s/Councilor Anthony F. Ranieri That the City Services Sign Division place a "NO PARKING ON RUBBISH DAYS" sign at 67 Baldwin Ave, across from Knox Park, for a car's length, due to the difficulty rubbish trucks are having at that location.
21. C0067-08 Resolution/s/Councilor Peter A. Napolitano Respectfully request that both Chief of Police and Chief of the Auxiliary Police appear next Public Safety Committee meeting to discuss the present and future role of the Everett Auxiliary Police.
22. C0068-08 Resolution/s/Councilor Peter A. Napolitano Respectfully request that the DCR repair and/or fill the potholes on Route 16 at their earliest convenience.

Flipping thru the channels today, I noticed that ECTV has a special BOA meeting listed for tomorrow night at 6:00 PM. Anybody have any ideas? I couldn't find an agenda for it on the city web site. |

Are you a little sleepy tetris? The agenda is the post before yours and it's a regular meeting. Yesterday was a holiday and city hall was closed so the meeting is tonight. |

Tonight's regularly scheduled meeting is a common council meeeting; the agenda for that meeting got posted in this thread by mistake. See the program schedule on ECTV to check out what I'm referring to. |

Tetris, this is from the Mirror. I did'nt think this was a proven factor:
There is a special BOA meeting tonight @ 6PM 2/19/2008.
It is about NEXT G Networks installing Cell Antennas on telephone poles at 20 locations city wide. These 20 locations are in our neighborhoods, and it is not good for our health. These will reach out and touch us 24 hours a day 7 days a week 365 days a year. That's you, your wife, your kids, unborn kids, your goldfish your dog and anyone else living in your house.
Either show up tonight or call your Alderman to tell them not to allow this, fight it.
There are plenty of sites where you can lookup EFFECTS FROM RADIATION EXPOSURE try googling it

Thanks, Tails; I came across that posting as well.
I recalled that there was an item on the agenda at one meeting about Next G possibly suing the city over the BOA's denial of a license for this installation, so I looked up the particulars. Next G's original application for a license was rejected at the BOA meeting on 11/13/2007 even though it came back from the licensing committee with a favorable recommendation. The meeting report on the city web site does not indicate the vote tally, only the rejection. The former city solictor notified the BOA of this potential law suit at 12/27/2007 meeting. So we'll have to wait and see what comes out of this. |

Everyone we need action, you need to call the Alderman and the Mayor and tell them we do not want these on the poles and attend the meeting. Once they are in they will never come out. |

I've already left a message for my Alderman. I can not believe what I am reading. The BOA rejects a license and now the city is in jeopardy of a lawsuit! Just who are these people and who do they think they are wanting to come into our city and place these antenna's that have a contributing cancer factor. The BOA should be able do refuse any license they want without worrying about a lawsuit. Put it in THEIR backyards. |

I meant to say "could" have a contributing cancer factor. It's not a risk that I would want to take on my family. |

I can't believe Carlo stated on TV that the city can't win in court on this issue (Next G). I am also surprised that Carlo seems to be talking in favor. |
