3 & 4) Like I said yesterday, if the agenda would only contain more information about these items, less speculation would be generated on them. The lights at Ferry and Chelsea and the Parlin stairs are both important projects.
However, I disagree with the mayor in how they were handled. Both projects have been around for a while; they should have been included in the budget process. If the funds for them had been received from some other source as was mentioned, any unnecessary appropriations could have been cut from the budget before setting the tax rate. This avoids the situation of needing to hit up the stabilization fund in lieu of free cash.
Glad to hear that the auditor believes that we will have some free cash. I just hope that with a another year of experience under his belt, his estimate will be closer to what actually gets certified.
What was Marcus trying to prove by being the only one to vote against these two items?
6) I really felt that no one was in control of this issue tonight. I know that is tough to keep all of the Thibeault issues separated from one another but nobody even tried until DiPerri did late into the discussion. I don't get why the dissenters weren't at the planning board meeting. RVC was there but he never spoke.
Even though I was all for this, the way that it went down left a sour taste in my mouth. I didn't appreciate that the city was essentially given a "take it or pay for it" deal. There should have been an effort to pass this without resorting to that tactic. It just continues to show us who and what we are dealing with.
At first blush, I thought that Marchese's idea of tabling this for three month might be a good idea. But then, I thought about it in Thibeault terms. Three months would have passed and nothing would have changed. I thought it was a nice try though.
It seems to me that Jason Marcus was the swing vote on this issue. Notice how RVC managed to sneak in that Jason had voted against this same issue in the past. Seems to give some credibility to some of the theories posted on the boards.
I could probably keep posting about this for a long time; but, for now, I think I'll leave that for others.
8) So, all the time that Matewsky wasted on this issue could have been avoided with one phone call to the mayor. Sounds about right. I'd say I'll be glad when the election is over but the problem will only go away if Wayne wins. My fingers felt funny even typing that.
12) I'm glad that Marchese and Sachetta took shots a Marcus for putting this on the agenda.
14) I was surprised that this didn't get sent to committeen or shot down. I know that is a difference between the old and new recycling bins but aren't both "reusable solid waste containers". I've already given my thoughts on what's I think is really needed.
15) I guess I need to read these pieces more carefully but then I wouldn't know who to blame for writing them.
16) I thought Marchese had a pretty good night but, if he wants to take shots at the police chief, he should do it on a piece of his own.
17) Is Walgreen's becoming the next "on the agenda every week" item? This one can't be allowed to drag on; it needs to be addressed, once and for all, as soon as possible.
18) Nice amendment by Marchese to specifically include transfer stations. I'll be interested to see what kind of ordinance gets drafted.
19) Good to see the city on top of the issue of a new, unlicensed redemption center. A good use of placing an item on the agenda under suspension.
The mayor didn't seem very happy tonight. I'll agree with him; his family shouldn't get pulled into any of the discussions we have on the boards. I really haven't seen much of that lately on either board lately though. If they get involved with the execution of city government, I think that's a little bit different; then, I think it fair to talk about their involvement in those specific things only. Maybe something else was really bothering him. |

Oh yes, we will have the three million dollar check and we will probably by three million in pretty flowers with it.
This black cloud hanging over the city is going to be here forever. Now that he has the old city yards, just wait and see what goes in there.
How come we have no idea what the plan is for the Old City Yards? With the zoning and the P&S being questionable, this absolutely should have been laid on the table. We do not have anything in writing saying that this will not affect the abutters and that the abutters can not turn around, and sue the city. So instead of a law suit from Thibeault, we will have a lawsuit from the abutters that were there long before Thibeault.
Carlo said “Ruth” did not have the best interest of the city in mind, well, what about Thibeault after all these years in litigation? They all know this could have went away two years ago when a suggestion was made by the former administration to buy-out Woody’s Tires of their right of way. That would have been spare change for Thibeault. But what did he do instead? He stood up and yelled profanities at the former Mayor saying “He aint givin Ruth nothing”…..he walked out and said he will deal with the next mayor.
Oh………..Carlo talks about Ruth…. but was that in the best interest of the city? Ruth spent 15 Thousand Dollars on a lawyer and I’m sure that was not spare change for her.
Now, we hear THE TAXPAYERS will be compensating Harley Davidson to appease Thibeault??
I still would like to know what happened to the 18 months for an enclosed facility starting in June?? Why is that now two years? When did that change?
This was a bad move, and to correct a statement from Rossi….Those piles have NOT “only” been there for a year BECAUSE of Newburyport. We have the story right here from 2006!

I am one of the people that believes they needed to approve the discontinuance of Fourth Street. The city has no legal leg to stand on with this issue. I hate that it's Thibeault but he legally won that bid and he would win in court. We need to pick our battle's with this man. The war will be Wood Waste, not everything Thibeault. He had the upper leg on the city yard issue. It is a no win situation for the city to hold this up any longer.
That being said, do I believe he will do the right thing at the city yards? Nope! He always does exactly what he wants to do. This is where the city and the residents must step up and try to monitor what is going on down there. If something is amiss, it needs to be reported to the proper authorities, city, state and federal governments.
It is not that I disagreed with Marchese and RVC. It's just that we would have not won that battle.
DiPerri was absolutely correct last night. They are two different issues.
Just my opinion. |

My problem with fourth street is there is still unanswered questions. Are we doing this right?? The Mayor says "I hope so"
The abutters can sue the city for their rights. So, the litigation continues, but Thibeault's name is off the litigation. That does not help the taxpayers.
Our tax rate better be LOWER this year. He had the luxury of having 11 million in free cash, the sale of the city yards and the devens school.
Last night, no one was sure about the zoning either. They were totally unprepared and thought this would pass with flying colors! Rossi had the 3.5 million in his account already?? Why should WE pay off Harley Davidson?
I have a bad feeling, and we can check the old city yards all we want, he will do what ever he wants, and if he wants to fill that building with trash, he will!

Tetris.....you say that the city was given a "take it or pay deal" and it left a sour taste in your mouth. I could make an argument that RVC and Marchese were trying to do the same thing. |

Although I was fully behind passing this item, I did admit that Marchese's proposal caught my attention; however, once I had a chance to think it through, I didn't think that it would really accomplish anything.
So, if you wanted to characterize what RVC and Marchese were doing amounted to nothing more than making a costly point, I'd have to agree with you. If Thibeault lost anything in the delay though, it would have been made up by the taxpayers of Everett eventually in the settlement of a law suit. |

I skimmed through the agenda.
#3-This purchasing agent fiasco just keeps getting worse. Post the position and hire someone and let the assistant city solicitor do her job. I'm sorry but in this stage of the game, you should have all your hiring done and your departments in order.
#12- Where is that money going?
#15- Has now become my favorite item# 3.
#18- That's FFF! He goes BALLISTIC if the Eagles or the Huskies use that stadium even if it's a slight rain. He turns red as a tomato saying "they are tearing up the field" Heaven forbid the field is not in prime condition for the High School. I thought the stadium was for ALL our football players. Parents pay good money and deserve for their children to play at the stadium. Not shoved in a corner at Glendale.

#1 I hope with the new snow removal equipment, it will cut down some of the expense of hiring private contractor's.
#2,3 Should item #3 take place before item #2? Will we need another ruling from the State Ethics Board? Isn't Jill Barringer the attorney that was hired from Anthony Rossi's office, William Thibeault's attorney?
#7,8 Aren't they the same.
#10 What is curtain speeding? I know it's a typo. I just thought it was funny!
#11 Are they correcting an error.
#12 Will this make FY09's budget a $130,000.00 less?
#15 Does the DCR own Best Buy? Neither one of them can seem to do what they say they will.

Where did that money come from on item no. 1.... is that from the sale of the old city yards?
Seven(?) F-350 pick up trucks with plows? I know it's needed, but a certain driver likes to literally blast through the city driving city pick up trucks. I thought I heard a mention of purchasing trucks at the joint convention.... |
