1. I'll readily admit that I don't know what the equipment needs of the City Services department are but I have a few questions that I'd like to see asked. How many vehicles are being replaced? How many are not? Has the city already looked at outsourcing street sweeping? There was a statement made that it might be cheaper to outsource it. People may lose theirs jobs but isn't incumbent on the city do do what's in the best interest of the taxpayers? With all of the trucks that the city will be acquiring with plowing capabilities, does this mean that the city is planning on doing more of the plowing in-house? What's the utility vehicle for? I'm assuming that the money for these purchases is coming from the sale of the city yards. Didn't the Mayor say that the DOR would prefer that this money be reinvested in infrastructure. Does equipment qualify as infrastructure? Why didn't the library stairs and the Chelsea Street/Ferry Street lights come out of this money since they would be more easily classified as infrastructure?

2. + 3. I hope that this has already been to the State Ethics commission; we don't need to go thru that mess again. With that said, I'm not sure why the purchasing agent job didn't get advertised to at least see what's out there. There's a potential for a cost savings this way obviously. But isn't this way putting a lot of eggs in the solicitor's office basket? Mrs. Mejia is supposed to take over some responsibilities for personnel. Ms. Barringer is now proposed as purchasing agent. The last we knew of the third lawyer in the office is that she was "going to be passing the bar any day now". The part-time labor attorney was let go already as I understand it. It seems like quite a lot is being asked of that office on an on-going basis outside of its own responsibilities. Aren't we still waiting to see the ordinance changes for an inspectional services division which is supposed to improve the process and save money? Organizing this way means that not as much is going to get done in the solicitor's office, additional help in the office may be needed or some work may need to get outsourced. Will this really result in a cost savings? Lots of questions without really even looking much at the purchasing side of the equation. I hope that we get some good answers.

4. What is the actual language that they are voting on?

5. There was some mention at the CC meeting that some of the aldermen didn't agree with this piece; we'll have to wait and see where it goes.

9. I guess this means that the traffic commission didn't ask for this sign to get put up. Busted.

10. One outta two ain't bad; guess you can't cut out the middle man though.

12. This item is very poorly worded but I'm sure that it concerns transferring money from the parking meter receipts account to offset a portion of the parking clerk's budget. The same thing was done last year but in a different way. This is one of the things that Carlisle changed around during the budget process. It may generate some discussion but it is really only a different way of doing something that is done every year. It will reduce the total budget amount that was voted on in June. But it just about washes out the capital expenditures that were approved after the budget. So, it's pretty much a wash to the budget's bottom line.

15. Where are you Mrs. Rocketstall?

16. Anybody know what this is about?

18. Don't know for sure what's going on here but I could guess. Who controls the stadium? Isn't part of the justification for the city paying half of the temporary bleacher cost is that the youth leagues needed them too? EHS football shouldn't be the only game in town. No wonder Pope John already plays elsewhere; Chelsea, I think.

BTW, does anybody what they're doing at the stadium that causes large puddles of water to accumulate on the parkway side of the stadium? It makes it almost impossible to cross Spring Street without getting your feet soaked. I don't know why I ask; I'm sure it'll be the DCR's fault because the sidewalk on the stadium side corner has its own problems.

19/20. Looks like a duplicate to me too, Tails. I think that we know the answer to the procurement question now. You could ask about personnel again Tails, especially in light that half of department's staff has recently been replaced. I know it's only one person but it does sound more dramatic the other way. I'm sure that the answer won't change though.

And a couple of clarifications for Massdee:

7.+ 8. They are different items. One is for west side of the street; the other is for the southeast side. I can't really explain it any more than that because I'm unfamiliar with the area. These were also separate items when they first appeared on the agenda.

11. This actually appears to be correcting two errors. First, it is being changed so that it is clear the salary is intended only for the chairman of the Board of Assessors. Second, it's being changed so that the city can pay the chairman less than the maximum amount. I doubt that this means that Mr. Hart is getting a pay cut though.

1. If the money doesn't have to be spent on infrastructure, why we were told it was? I wish the street sweeping question had been asked; maybe someone on the Common Council will ask it.

2. + 3. As much as lot of us would have liked to have seen what happened, after the circus with the last purchasing agent appointment, it was probably best to send this to committee.

4. I still don't think that it is proper to vote on an ordinance change without the exact wording. Who gets to decide what it is?

5. I guess I agree with Marchese and the Mayor, what's the need to abolish the committee.

11. I don't get why this got voted down.

12. I guess I was wrong; thank you Mr. Carlisle. Didn't get why they wouldn't reconsider the item; can only assumed they weren't happy with the chain of events that led to this point. So let me understand this. After the budget is set, it can't be reduced? When it was reduced last year, was that only because it was over the levy limit? I think that it was brought down so that it would be under the levy limit not just to the levy limit. So I just don't get it.

15. No one from the DCR was there? Big surprise.

18. I guess Marchese wasn't given the correct information.

I don't know what changed from the last meeting, about saying this money (item 1) was suppose to be spent on infrastructure. He even said that was per DOR. Oh well.....

I think Mr. Clayton did a lot more damage then what we were led to believe. I think he really messed up BIG TIME.

I thought Nuzzo's head was going to pop off when mentioning they "might" not do the whole stadium over. Is there a committee for this?

I was very pleased to hear that the Mayor is in discussion with Laureen Chapman. She was the previous Budget Director under Mayor Ragucci. She did an excellent job and stayed on top of spending and burn rates. I think with Larry DeCoste as Auditor and Laureen as the Budget Director, the City finances will be watched very closely. I hope she comes back.

A complete upgrade of the stadium doesn't seem to be as high on the Mayor's priority list as it is on Nuzzo's (and FFF's probably).

If they have somewhat of a "perfect fit" for the budget director position, I don't understand why they haven't already pursued her in order to make sure that she'd accept it. She doesn't have to start now, just get her locked up,

I have to give the administration some credit tonight. They took responsibility for Carlisle's flub with the parking department without any finger pointing. What I'm not sure of though is that they have explored every avenue available to them to correct the problem. As I mentioned in my BOA meeting comments, I didn't understand why an amount couldn't be cut from the budget. It was done last year and I'm almost certain that it was to an amount that was less than the levy limit. I did a little research and found the following in MGL:

Chapter 44 Section 32. Submission to city council; procedure for approval, rejection or alteration

Nothing in this section shall prevent the city council, acting upon the written recommendation of the mayor, from voting appropriations, not in excess of the amount so recommended, either prior or subsequent to the passage of the annual budget.

The way I read that, a cut would be legal. As we found out last year, municipal finance law can be confusing and I'm certainly no expert on it. But here's my idea anyways. I think this could be done but it would probably require two separate orders. One order would cut $130,000 from the parking clerk's budget, thereby reducing the tax levy. Once this was approved by both boards, the second order would transfer $130,000 from the meter receipt revolving account to the parking clerk's budget. The only problem that I could see would be if the parking clerk, through no fault of his own, that had already spent some of this money. In that case, they could still give the taxpayers a break by reducing the amount cut to what the remaining budget could support, remembering that this process will take some time to complete. Just an idea.

This building is worth millions of dollars, and if sold and developed, will bring in thousands of dollars in new taxes. Also the money received on the sale of this building could be used in many ways. Such as new fire equipment that is necessary, new bleachers that we are now renting, parks, sidewalks, road repairs, health programs for children, all necessary and with little or no costs to the taxpayers.

5 - 8. All of these are re-appointments. One is more than 7 month late; the others are more than 3 months late. Why? Are there any more that are late?

16. Not surprised that this is being referred back to sponsor. Flagmen are here to stay until/unless the issue ends up in court.

17. Another public hearing to attend.

20. And on, and on, and on......

24. What are the bar owners problems that they can't come together themselves?

25. Except for maybe some new fire equipment, I can't imagine that the administration is planning to do anything else right now under these economic conditions.

26. I think we're stuck in a rock and a hard place with the old high school. If it's put out to bid in this economic environment, it's going to go for fire sales prices, if at all. If we hold on to it, the city is stuck with the associated costs. The school department is currently pick up a lot of the tab on the building. You can certainly argue that this money could be better spent on actual education costs. At the last school committee meeting, when FFF was asked how long they planned on holding on to the building, he stated that they needed it and would only give it up if the city asked for it back or if school aid got cut. If school aid gets cut during FY 2009, local aid will also get cut. So, the city will end up with a double whammy in that case.

27. The reconciliation of all city accounts? Jason Marcus? I wonder what this is all about?

28. It'll be interesting to hear what went on at the AG meeting last week.

29. Alderman Marcus, everybody is opposed to the cutting of local aid. Though it appears that we have dodged the bullet for now, it's still not out of the question that FY 2009 local aid will be cut. There's no way that the FY 2009 state budget should have be approved with a planned raid of the rainy day fund when everyone knew that the bottom of the economic downturn was still in our future. God only knows what FY 2010 will bring.

30. Private ways again? I thought that the police had no real authority on them?

10. I think we got the answer to the question, is this the appropriate amount needed to fund this line item for the rest of the fiscal year but, I'm not 100% certain. I not sure that Mr. Henderson should have stated that in the past, when necessary, the money to fund these buybacks was scraped up from where they could find it. It just sounded sort of shady the way he described it, although that may have not been the case. I'm thankfully to hear that this expense will put back into the budget next year.

20. Can the city do the work on state property without prior approval? Anybody know what's wrong with Mr. Zaniboni and how long is he going to be out?

24. Let's see if I've got this right. One bar owner bends Marcus' ear one night at dinner and the city now needs to get involved to set up a bar owner's association. Sounds about right for a Marcus piece.

25. Asking for a general idea of what the administration is thinking about in terms of future capital improvements is a valid request. Glad to hear that the mayor is trying to get some new fire equipment out of Exxon. I hope it that can still happen in the current economic situation that everyone is facing.

26. I'm actually in favor of taking a hard look at the issue of what to do with the old high school and other municipal buildings. It's hard to imagine that the city is in a position to build/create a new municipal complex at that location but I really ought to reserve that judgment until the results of the study are complete.

27. I'm glad that the other aldermen shot Marcus down on this piece. Making promises to secure jobs for city employees before even knowing what the situation will be makes no sense. I thought these people were elected to represent all of the taxpayers. I guess the GIC may not be dead yet; maybe that explains why Mr. Henderson's still around. I'd still like to know how he is being paid though. I'm still not holding out a lot of hope for the GIC; it didn't sound like a lot of progress has been made with the unions yet. Just so everyone's clear, it can't save the city any money until FY 2010, unless that part of it is changed as well.

28. The boards have been dead lately; I thought that his item might have had them lit up by now. I can't believe that the majority of the city was not aware that the state had made a request for a judgment against Wood Waste, not that the result of it made any real difference. Cooler heads need to prevail in these discussions. If the mayor only hands out a copy of the judgment at the beginning of that discussion, there's no way he and the BOA could be on the same page even about the facts of it. Has anybody heard about the suit against the planning board that Alderman Van Campen mentioned?

30. I've heard the term "unintended consequences" thrown around a lot in discussions of the current financial crisis. I guess that also applies to the overnight parking ordinance and private ways. It's amazing how people find loopholes in the law.

I just watched the tape from the BOA meeting. I find it totally unacceptable that we have a new High School and we have an old High School but for some reason we cannot sell the old High School because the School Committee meets at the old High School, so does Night School, and the field house is used, what no one explained is why these activities cannot be done at the New High School? Is there something wrong with the new building? If you want to keep the land tear down the all the buildings and turn it into a park.

I'm not happy the way Wood Waste was handled at all. I don't understand why the Mayor gets upset and yells at people that are asking questions. It's getting really sickening. I thought he was going to start jumping up and down. The poorest performance and professionalism I have ever seen, of any Mayor.

These are legitimate questions. What is it that he's trying to hide??

Why didn't he give the Board of Alderman a copy of that Preliminary Injunction "prior" to the meeting? Especially since it was concerning Wood Waste of EVERETT!

I think it was in hopes that they would miss something, and if you are not an attorney, you certainly will.

He gave them some bogus response to his "Capital improvement plan" which he is not looking down the road, just today.

His actions and his jumping to the podium are totally unacceptable. The cutting people off when they are talking and I thought he was going to push the solicitor out of the way.

Does he not have faith in her to answer a question that SHE was asked. Or was he sending her a message that she better say the right thing? She seems coerced to her answers.

The fact is on 7/14/08, DEP was in Suffolk Superior Court for a hearing to order Wood Waste of Boston to remove his trash piles and cease operation until they were removed in an ENCLOSED facility that WOOD WASTE builds. NOT BEFORE HAND. I took it as the judge wants a trial.

So this crap about "railing it out" is BS. The PI says moved to an "Enclosed Facility" not dump piles of trash on lower Broadway.

The Mayor needs to control his temper. He's getting out of control. Wood Waste is in violation of environmental laws on route 16. He needs to be stopped, and that's the bottom line, not excuses for Thibeault and pointing fingers at everyone else and blaming Mayor Ragucci. One person is at fault for all this, and its Thibeault.

And the answer is NOT allowing him to move his trash piles to lower Broadway. All that will do is move the problem off Rt 16 onto Rt 99. The residents and the businesses (especially in the mall) deserve better!
