I've tried to decipher this report and cant make it out for the life of me. The author of the original report is "anyone" and it's public knowledge that GTA was paid much more for street sweeping than this says.

What is the 'public knowledge' figure you are referring to? Is there a public document that backs up this public knowledge? |

The public knowledge is the fact that all those months that GTA did the the street sweeping.....the sweeper was being rented by the city from GTA for $77.00 per operating hour.
One would believe that was about $3000.00 per week for just the sweeper. It was never reported if there were labor costs either, if any , since it was GTA employees driving the sweepers.
I just don't see it in this current "report." Maybe the dollar amount could be even more that $One Million two hundred sixty three thousand one hundred seventy two dollars and thirty four cents.

During the televised cc meeting where the $77 per hour cost was disclosed, it was also disclosed that the $77 was all inclusive (labor and machine rental).
When you said it was "public knowledge that GTA was paid much more for street sweeping than this says." I thought you might have some real numbers to back it up.

I spent some time breaking down this report when it was posted on the Citizen's web site (I don't doubt the validity of it but I'm curious how they get their hands on some of the stuff that they post.) The way that I read the report, it is a list of payments made to one vendor number from 11/15/2007 to 12/16/2009. The payments break down by category, as best as I can tell, is as follows:
Streets & Sidewalk Construction 1,198,600.28 (Appears to be some combination of Chapter 90 & Community Development Block Grant money)
Snow Removal 24,837.66
Street Cleaning 38,454.40
Landscaping Supplies 990.00
Parking Meter Repairs & Maintenance 290.00
Total 1,263,172.34
I think that the reason that the Citizen site posted this report is to support their claim that the street reconstruction work award to GTA has been in violation of MGL Chapter 30B. I think it's interesting to put an actual number on the claim but I'm not sure that it proves anything about a 30B violation. |

Thank you for deciphering that. The report was very sloppy. It's not too clear to me either what the violation is, but I would guess that a lot of this work did not go out to bid.
I also thought the street sweeping that was paid out was roughly $95,000.00. |

I think that the Citizens site's point is that that the work did not go out to bid and GTA is not on the "no-bid" list at least for that type of work. I don't know if they are right or wrong about that. Procurement law is too difficult for most of us to interpret, at least in my opinion; I know that I don't have enough of a comfort level with it to go there.
As far as street sweeping goes, there appears to be only two invoices on that report, one for May 2008 and one for June 2008. The total of those two invoices pretty much appears to be in line with the overspending in FY08 street sweeping line item reported in the last budget document posted on the city web site once other budget factors are taken into consideration. Without any other "hard" information available that I know of, that's about as far as I'm willing to go on that particular subject. |

I've been told by a friend that works at City Hall that that document is VADAR, the City's Accounting System. So I think its definitely valid. Those entries are based on checks cut from what they said. |

So I am reading the advocate tonite and see a legal notice for stacy and carlo demaria to errect a pool size 21x21 above ground so I suggest all the people go to the public meeting on June 21st and demand him to help the elderly and not put in a pool |

Why would you compare his putting in a pool with assisting others. He is entitled to do something for his kids. Should we object to sll new pool applications? |

While I understand he can do what ever he wants and he can build 10 pools…..I don’t care………. but I think the point was while he’s out there building pools for his kids, at least he can afford it! He has 4 businesses and is on a mayor’s salary so he can afford the increase that is headed our way.
You think that looked nice that he advertised his public hearing in the “The Advocate” the Friday before that farce of a budget is voted on? We know that’s his favorite newspaper. That shows he’s not worried about the tax increase.
Our taxes are increasing at minimum $250.00 to secure HIGH PAYING SALARIES for his friends, and for some reason A LOT of people not from Everett.
That farce of a capital improvement plan, that AGAIN is only securing jobs for friends, all on the taxpayers. So while he whines that it’s “pennies”……….. the bottom line is not “pennies” because no one would cut anything!
There are other ways to fix streets and the council goes and votes on a blind Capital Improvement Plan??
So while people on fixed income and a lot of elderly are scared because they don’t know if they will be loosing their homes next year…it’s nice that he’s all set in the Taj Mahal and now with his pool. He’s obviously not concerned about the tax increase that he’s responsible for.
Elderly get the same pay year after year….but have to come up with this? People are scared and we elected him to LOWER spending, not increase it.
Was the pension fund paid into this year?
The increases in the budget were not fixed costs, they were additions made by him, and him only. So, he can swim all day to his hearts content while more and more houses will be vacant.

I heard tonite in the parking lot that the mayor is going in for hip surgery. Now we can have a real acting mayor to lead this city, have fun Carlo you won't be missed. |
