I don't understand it. Who does the city think they can collect these fees from?

Vacant properties usually means abandoned property. Who's supposed to pay the fees......the abandoneer? I doubt that will ever happen. I'd like to know exactly how much of this money has been collected, and not a judgment. Anyone can go to court and get a judgment against someone, but good luck collecting.

I really don't think any city or town can legally force a mortgage company to pay fees, but I could be wrong.

Exactly, and I would prefer them to concentrate on these illegal rooming houses and cleaning that up, I haven't seen it and these houses have been reported a few times. The mayor ran his campaign on illegal rooming houses and nothing has been done. He knows about a house that had 20 refrigerators in it, and tons of people come in and out all day. No one from the city has bothered. They are too busy defending Wood Waste.

illegal rooming houses are nothing but trouble for the city of everett, correct me if i am wrong but wasn't carlo against them when alderman? voted no on every license that came up he was the only no vote, went against the guy who has a channel three t.v show robert lacqarderio what happen there that is what I like to know.

I think the city has been able to success fully apply liens to properties for these types of fees. Cities with similar proplems all across the country have been doing the same thing.

A buyer negotiates a purchase price for the house....how the money is dispersed after the money changes hands has nothing to do with the buyer

Well, I hope that the papers explain why this piece got referred to the Mayor for those people that don't get news from the message boards.

Why don't people who are invited to these meetings appear when asked? A memo can't answer questions. The city charter requires them to appear when asked. Just slows the process down even more.

I guess we'll either have to wait until the R & O meeting or until this piece comes back from there to find out what it's all about.

I have to agree with Turk182. There seems to be a lot of wheel spinning at these meetings of late. Some of these items have been on the agenda so often lately with little progress made on them that I've run out of things to say about them. And then there's the issue of whether or not some of these items need to be on the agenda at all. They could be addressed some other way. Oh, well; it is an election year. Let's scrape together some comments on this week's agenda though.

1.
We've been expecting this transfer. I thought the amount could have been much more; but, then again, we never did get an official, final number of how many people actually took the Early Separation Incentive. Kind of glad that they found the money without having to get it from free cash. But it was also begs the question again of how the city has been able to find so much money within its own budget this fiscal year?. Over-budgeted, due to circumstance they couldn't have forecasted or some of both?

3.
I'm all for asking questions on transfers of money when they are requested. But, when you get gems like one of last week's exchanges (What’s this equipment hire expense for? Equipment hire.), I'm not sure why. Let's hope that we get better questions and/or observations this week, or just approve the piece and move on.

5.
I was really surprised that none of the local newspapers had much of anything to say about the possible elimination of the primary. If anything, it should cut into their advertising revenue if there were to be contested races eliminated in September. I still think it is necessary to consider how quickly the state legislature would be able to act on the request. I would think that there would be a drop dead date by which the state would have to act upon in order for it to become a reality. Any candidates that would be affected need to know what their situation would be as well.

10.
Maybe, we'll finally be able to find out what this Home Occupation Permit and process is all about.

17.
Good luck getting the curbs painted around the fire hydrants painted Alderman Sachetta. I think that it will be an uphill battle at best.

19.
Let hope that this week's discussion of the Beautification Program is less painful and more productive than last week's.

20.
A steep increase in this fine from $20.00 to $300.00 may be a knee jerk reaction to the Wood Waste issue. In that case, it would have been warranted. Let's just hope that this increase isn't something that will hurt the little guy. Possible violators like Wood Waste always seem to be able to find their way around paying any penalties at all.

23.
Maybe its just me; but why is this something that should appear on the agenda? How is anyone from the city supposed to know when a house is going to be repaired unless the owner has already filed for permits? And then, it shouldn't be a problem.

25.
I'm not sure exactly where Alderman Marchese is headed with this piece. While I don't think that people are totally against helping out from time to time, the Mayor's Clean-up Day didn't draw a huge crowd. But, what exactly do we pay taxes for?

A few points before we get to agenda items:

Probably one of the worst BOA meetings in a while; I have a Common Council headache. Alderman DiPerri didn't seems to be on top of his game tonight.

Why all of the unnecessary jumping around the agenda? You have two items under suspension at the end of the meeting and you can't even take those in order?

Here's a hint to both Councilor Simonelli and Alderman Marcus (and everyone else, for that matter): It's time to leave the politics outside of the chamber. Period.

Looks like ECTV doesn't switch over to generator power very smoothly. At least the replay seems OK.

1.
When the Employee Separation Incentive program was presented to the BOA, there was a statement made that the salary line items in each department should be able to absorb the cost, depending on how many people chose to participate. I'm willing to assume that the statement only covered the one-time payments. It shows how important it is to ask specific, detailed questions about everything. And on top of that, as Mr. DeCoste stated, it was hard to estimate how many people would take the incentive and that more people took it than they estimated. So, of course it is going to cost more than they thought. It's a risk that you take when you offer an open program like this. The fact that a short-timer was eligible for the program, a number of people who took the incentive would have been retiring in four to six months anyways and that the city, reportedly, has at least one lawsuit filed against it over this program shows that it probably isn't wise to assume that you can implement a program like this effectively in a one page memo.

3.
The city still hasn't taken final delivery of all of the snow removal equipment that was authorized for purchase last fall? Wasn't part of the reason for approving the transfer at that time so that it would be available for the first snowfall. Did anyone ask what year?

I'm not sure that it was necessary to table the primary piece to do some more research before voting on it; there seemed to be enough BOA opposition against it that it likely won't pass regardless. Maybe they were just looking for a way not to have to vote against saving money. I believe that it will never get thru the state legislature in time anyways. I do remember Stat Smith being on Alderman Marcus' cable show last year and him saying it was necessary for all bills to be filed with the state early in the year; that makes sense with what was said about Medford and Revere having done it earlier in the year. It also seemed like there might be some issue with the language for the actual act that Councilor Cardello got from Revere. Although the expense may not make sense for a small number of races, I just don't see the primaries being eliminated (this time at least) unless there aren't any races that require it.

If they had called this an In-Home Occupation ordinance, maybe its purpose would have been clearer; it would have worked better for my pea brain at least.

I would have to think that the curfew piece is pretty much dead at this point. Alderman Marcus questions reminded of me of the Chris Farley Show skit on SNL. "Remember when...".

15.
No dispute that this is an issue that needs to be taken care; it may help with other problems. But, I'm not sure what Mr. Ricci really added to the piece that Alderman Matewsky couldn't have taken care of himself.

17.
I have to say that I'm actually surprised that the painting of curbs is going forward. But, I doubt that if Alderman Sachetta didn't do the leg work himself, it probably wouldn't have happened. Alderman Nuzzo was right; maybe the city could use the prisoners for other purposes as well. It's been mentioned in the past but never followed thru on, as far as I know.

18.
It's kind of hard to believe that there isn't some type of "hotline" for every possible concern in the city. I don't think that there needs 24/7 response for every department; just somewhere to log problems and give instructions of what should be done in the case of an actual emergency. Wouldn't seem to be a big deal to set up something like that; but, if the city's phone system doesn't have the capacity for everyone to have voice mail, maybe I'm wrong about that.

19.
My brother's comment. "How can they spend so much time talking about flowers?". I can't say that I disagree. Taking over the maintenance of the rotary and getting nothing in return from the DCR up front seems to be pretty short sighted. It's hard to believe that the DCR will be willing to pick up the cost of the water to the island after the fact. And yes, Mayor DeMaria, I guess it was a bad day when you vented about not getting thanked for the pretty flowers; seems that it just won't go away.

20.
It seems like this piece falls into the category of "a rock and a hard place". I'm disappointed to hear that you can't distinguish zoning penalties between ordinary homeowners and larger corporate concerns. Seems pretty unfair. The impact of a zoning violation by a large corporate violator would probably much greater than a violation at a house lot.

23. + 24.
So the piece that didn't specify who was to provide the answer is going to Code Enforcement and the piece that was specified for Code Enforcement is going to the City Clerk. I'm not sure either piece belongs on the agenda but as I stated a couple of weeks, it would help if a little more thought and effort went into putting these pieces together. And these weren't the only pieces tonight that suffered from this same problem.

26.
I think I understand the issue but does it really make sense to consider enforcing all day resident parking on a street by street basis? Why one street and not another?

27.
I can see it now. An adult entertainment establishment where you can get your fortune told, get a tattoo and buy a gun. Woo Hoo!
