Due to residents concerns of a vacant building, it is being requested that the Police start, as soon as possible, beginning July 1st, at least a minimum of two directed patrols per night seven days a week, around the entire perimeter of the school to prevent any vandalism or groups loitering around at the present structure. Resident brought to my attention that there were at least five street lights out in this area.

Just so many questions. Why wait until the very last minute for this? What about all the other things that this money could be used for? What about the efforts that were supposed to be made to raise money for this project? $2.5 million plus the $.5 million grant potentially makes this a $3 million project. Isn't this more than we had been led to believe in the past. I don't want to to hear that if they don't spend it, they'll give the rest back. If the money is transferred, they'll use it. Can anyone say sidewalk sweeper? All that said, I can't see how this doesn't pass. I can't see how anyone would want to get in the way of this and risk the fury of FFF in an election year. Probably haven't seen the last of the Common Council either before the summer break. One would have to assume that they would have to have a special meeting before the June 30 deadline to secure the funding for this project as required by the grant.

I'm not necessarily against this piece but I just don't know enough about it. One would have to think that there would be more to a Home Rule petition that just one sentence.

I hope that someone did their homework and found out that they weren't given the right answers about this piece two weeks ago. Probably too much to hope for though.

R & O, no quorum? Sounds like summer vacation started even earlier than they said. It's too bad that the promise to post minutes from committee meetings on the city web site hasn't been followed thru on so that we could see the list of those who blew off the meeting.

To answer Make Me Laugh's question, this item was added under suspension two weeks ago for an answer at this meeting. However, if they don't like the answers that they receive, they will indeed have to wait two months for a further update.

20./21./22./23./24.
Obviously, Aldermen Marcus and Matewsky didn't have any opportunity to read the editorial in last week's Leader-Herald before they submitted these items for the meeting. While I didn't agree with all of the points in that piece, I certainly agreed with the main thrust of it. These pieces are perfect illustrations of the point that the article was attempting to make. These items just don't belong on the agenda.

25.
While some might not agree, I think that this item also flirts with the line of what's the responsibility of the City Council and what's the responsibility of the Administration. With that said though, I don't have a problem with the piece, especially as it is written. It's only asking the Administration to explain the process that they use in hiring decisions. But even if you feel that the item crosses the line, I don't think that any of us can deny that the specific issue that the piece is trying to get at is one that the general public has more than a passing interest in and would like some more answers about.

I agree items 20./21./22./23./24. do not belong on the agenda but, oh my goodness, the planes have been flying VERY low. I called Massport, they took the report and the house is still shaking when the planes go by. June 13th was the worse, I have no idea what was going on that day.

When did the city's share for the stadium go up to two million dollars? I thought we were told it was going to be matching funds for the five hundred thousand grant money. Am I remembering wrong?

Also we now find out the money from the sale of city properties do not have to be used for capital improvements only. Someone didn't do their homework.

no not at all massdee, the city is being sold down the river and no one is getting it, gil dellisola and dave rav are back in town guess why, bond brothers get it people through your skull, THE CITY IS BEING SOLD DOWN THE RIVER AND NO ONE IS GETTING IT

Oh, I get it and I also remember a few months back the question was asked can this money be used to purchase a fire truck (since they are in deplorable condition) and if I recall correctly we were told NO.........but it's okay for a stadium? I just don't see where the priorities lie.

Give me $2,500,000 and you can’t ask any questions about it; the Mayor really needs to lose the chip that he has on his shoulder. I can somewhat understand the need for having enough money in place to cover the grant if it is not received when they need it. But if you have a $2 million cap on your budget, you’ll more likely live within your budget if you don’t over allocate funds to it. And if the state is able to come thru, they’re going to have $2.5 million to work with. The BOA did the right thing by reducing the amount of the transfer.

How did $3.5 million for the Old City Yards become $3.1 million? And now this money can be used for anything? Can we make up our minds? I guess we also found out that the building study still isn’t complete. The questions now are why and when.

5.
I was glad to hear that there was a draft of the home rule position. The city really needs to come up with a way to share all of the information pertaining to the agenda each week with the public. It was the right move to send it to committee; but, no regular meetings also means no committee meeting for two months.

7.
It’s too bad that no one on either the BOA or the CC took the time to track down the truth about this piece.

8.
I’m glad that I’m not the only one who wanted to know why what’s happening in the area of the Old High School is going to change after June 30th. Can’t say that I’m against them looking out for the city’s investment though.

17. + 18.
For the life of me, I can’t understand why Alderman Matewsky had to take these items collectively. Absolutely ruined any flow that the meeting had. Sounded like Next G is going to be an on going problem but Matewsky probably isn‘t the person to be dealing with them either. Don’t think that any real headway was made on either item tonight and the number of poles they were quoting just seemed to be low for what I see as I make my way around the city. I think that a copy of the list needs to get made public so that people can check to see if their double poles are on the list.

19.
It’s good to hear that the Building Department is handing out fines when they identify violations. Now, if they can only collect them. Sends us back to item 5, I guess.

20./21./22./23./24.
No more new episodes of the “Marcus and Matewsky Show” until the fall. And if we get really lucky, maybe they won’t get renewed for the next year.

25.
This discussion went about as I expected it would. I can’t imagine that the administration was happy that some of the information that managed to find its way out into the light during the discussion surfaced.

26. How dumb can the owner of the repair shop be?

I was wondering the same thing. How did 3.5 become 3.1? Why didn't any of the Board members ask about it?

I guess some of that money could have been used for a new fire truck after all.

Was it just me, or did the mayor seem angry when Alderman Marchese was asking him questions about the stadium?

Another thing that bothered me, why did the Administration wait until now to ask for the money for the stadium. They have known about this for 7 to 8 months and they didn't come before the BOA until 8 days before the deadline. So the BOA had to pass it last night or forfeit the grant money.

What was said about the sale of the city yards was 200 thousand was put aside for settlements so we should have had 3.3 million.

And all of a sudden we are blaming Frank Champi for the additional tonnage with Capitol Waste? The mayor is out of his mind, for the past 18 months that he’s been in office, its been okay, but now that he wanted to hire someone as a favor and dump Frank….AND IT’S FRANK’S FAULT.

I guess that fundraiser (tradeoff) that Capitol Waste had for Mayor Carlo at the Winthrop Arms had nothing to do with his decision. Yea right.

I believe, but have no hard evidence of such, that it's likely that the city was the one that paid the $200,000 that it took to settle Harley Davidson's claim as an abutter on half of Fourth Street. As for the other $200,000, no clue.

Tails, I agree Frank Chiampi was being used as a scapegoat last night. Hasn't it always been said by the City Council that the Code Enforcement Director needs to use some discretion in enforcing those laws so that they aren't overly punitive. It's OK if the administration wants to change that. But even they want to move to having a hearing officer for these offenses. I know that is probably more of an effort to collect the fines without going to court. But isn't it likely that some fines will still get waived by the hearing officer? And just a personal observation. Last week on my street, there were a couple of neighbors who threw out things that, in my opinion, shouldn't be picked up. We had a Code Enforcement drive by. But they didn't stop. Capitol picked up the pieces without questioning them. Maybe it going to take a while to change things but, in my experience any way, new rules have a better chance of being enforced right after they are put in place and get relaxed as time goes by.

And just who bring someone into their building to start the employment process BEFORE they do final background checks on the prospective candidate. Sorry, that just doesn't make sense.
